With a military-style approach, the president outlined a roadmap that grounds the claim to sovereignty on three specific pillars: institutional recognition of war veterans in 2027, financing military re-equipment through the sale of state assets, and a diplomatic warning against the imminent illegal oil exploitation by Rockhopper and Navitas.
I. Recognition on the Horizon: Tribute or Delay?
The first point of the presidential announcement focused on the signing of a decree so that, in 2027—coinciding with the 45th anniversary of the war—the General Secretariat of the Presidency will grant awards and tributes to veterans. This announcement of recognition for the future is set against a backdrop of uncertainty in critical areas such as healthcare, state neglect, and the dismantling of military social security. Establishing a one-year timeframe for a "well-deserved distinction" sounds more like an electoral strategy than an urgent attempt to redress the historical debt the State owes its heroes.
II. National Defense: 10% of the Scrapping
Perhaps the most disruptive point of the message was the decision to allocate 10% of the tax revenue from privatizations to the purchase of armaments and capital goods.
This proposal presents an existential paradox for the nation: What kind of country will our Armed Forces protect if the cost of their re-equipment comes from surrendering our strategic companies and natural resources? Strengthening the defense system with the "spare change" from liquidating national assets is a complete contradiction. The intention is to arm the institutions meant to protect sovereignty using funds generated by handing over the very levers of that sovereignty (energy, communications, transportation). Ultimately, it is a defense without assets to defend.

Javier Milei: Mr. Chief of the Cabinet of Ministers, Mr. Minister of Foreign Affairs, Mr. Minister of Defense, Mr. Chief of the Joint Chiefs of Staff of the Armed Forces, Mr. Chiefs of Staff of the Armed Forces, national authorities, Mr. Veterans of the Malvinas and relatives of the fallen, ladies and gentlemen.
As we do every April 2nd, we are gathered to remember and honor those who gave their lives for the supreme value of defending our homeland. These heroes embodied the purest expression of the national spirit, the one that arises in the decisive moments of history, setting a precedent to which the rest of us Argentinians can only aspire. To all of them, we extend our eternal respect and gratitude.
As a government, we believe there is no greater expression of the values that represent us as a nation than our Armed Forces, an institution unjustly vilified in the past, but now restored to its rightful place as a central part of our Republic. Therefore, within the context of our national reconstruction efforts, we have begun to repay a historical debt to our Armed Forces, defenders of the rights of all Argentinians.
Next year will be very special, as it will mark the 45th anniversary of the war for our Islands; therefore, I have decreed that in 2027 the General Secretariat of the Presidency will hold a tribute and bestow a well-deserved distinction upon our veterans. This is a recognition that the National Executive Branch has owed our Heroes for many years. But this is not merely about institutional recognition; it is about restoring the defense of our homeland to its rightful place. For this, the well-being of the men and women of our armed forces is paramount.
In this regard, we are responsibly addressing the structural crisis of the military social welfare system. We are doing so through an institutional reorganization that prioritizes medical coverage for personnel and their families, limits administrative spending, and ensures an orderly transition. We are aware that there is a salary arrears owed to the armed forces. A country that seeks to be a leading player on the global stage needs well-paid and well-equipped forces, capable of meeting the demands of the global context. Within the framework of fiscal balance, we reaffirm this Government's commitment to rebuilding our Armed Forces. This is a process that will take time, but its direction will be clear.
Along these lines, we will allocate 10% of the tax revenue from privatizations to the purchase of armaments and capital goods to strengthen our national defense system. We believe that rebuilding our military capabilities must transcend political ideology and be part of a sustained process, in accordance with the national interest. In other words, it must be a matter of national policy. Finally, I want to reaffirm our right to the full exercise of sovereignty over the Malvinas Islands, South Georgia and the South Sandwich Islands, and the surrounding maritime areas. The 1982 South Atlantic conflict did not alter the legal nature of this dispute, which continues to be recognized by the United Nations as a special and particular colonial situation that must be resolved through mature and sincere dialogue between Argentina and the United Kingdom.
In this regard, I wish to express my sincere gratitude for the repeated support and pronouncements in favor of the Malvinas Islands issue within the framework of the United Nations Special Committee on Decolonization, the Organization of American States, and Mercosur, among other forums. This support reaffirms the legitimacy of our claim and accompanies Argentina's call to move toward a peaceful and definitive solution. At the same time, we are acting decisively against unilateral and illegitimate activities that seek to encroach upon resources belonging to Argentinians. In response to the final investment decision announced by Rockhopper Exploration and Navitas Petroleum in the North Malvinas Basin, the country will take all necessary diplomatic measures to protect its rights and defend its interests.
