The American behind the launch, scam, collapse and scandal of the cryptocurrency $LIBRA, Hayden Davis; intended to develop a “blockchain project” or even a “cryptocurrency bank in Argentina in association with President Javier Milei” . This was published by the journalist of the newspaper La Nación Hugo Alconada Moon .
According to the same source , Davis outlined his plans in several meetings he held with businessmen, lawyers, officials and lobbyists in the city of Buenos Aires and the provinces of Neuquén, Tierra del Fuego and Salta in mid-November, before entering the Casa Rosada with Karina Milei 's authorization on November 21 and celebrating at the Four Seasons Hotel that same night that the head of state had signed "everything" for him.
Davis arrived in Argentina on Wednesday, November 13, settling into the Casa Lucía hotel on Arroyo Street, with businessman Glenn Brooks Heard , whom he introduced as his uncle; Egyptian-born American citizen Ahmed Faisal Hassan ; and Spaniard Arturo Osete Herraiz , his assistant and translator.
That same day, they held meetings with local businessmen, thanks to the efforts of Leandro Aranda and his brother Marcelo . At those meetings, Heard boasted of her ties with Donald Trump and her interest in possible investments in oil and diesel in Argentina, hinting at a meeting they would have with Milei in the next few days on both issues.
The Letra P portal reported that Heard had met with “top-level Argentine businessmen” and that, “in a very pleasant conversation, she told them that foreigners would be willing to invest in Argentina when they see that locals do so first.”
On Thursday, November 14, Davis , Heard and the rest of the team left San Fernando Airport bound for the Vaca Muerta oil field in Neuquén province. They flew in a Hawker 800XP, registration LV-BBG , owned by a private company, as revealed by Infobae.
"In Neuquén they took advantage of Leandro Aranda's contacts with Central Puerto and the construction companies Boetto y Buttigliengo SA and Contreras Hermanos, and then he undertook a project in the financial sector with his brother, two years younger, Marcelo, based in Asunción, Paraguay ," as reported by the news portal Plan B.
There, Heard expressed interest in business opportunities in the oil sector, while Davis inquired about projects that could combine the energy sector with cryptocurrency mining. They also held meetings, apparently with provincial officials.
In the afternoon, they left for Tierra del Fuego. “Davis came to Argentina with a very broad, very ambitious blockchain project,” said a person close to the CEO of Kelsier Ventures .
Then on Saturday, November 16, the delegation landed in Salta, where they repeated the dynamic, but broadened the focus of interest to mining and, in particular, lithium. And one of the meetings was with Alberto Castillo , head of Remsa SA (Recursos Energéticos y Mineros de Salta SA), a corporation with majority state participation.
“Yes, they asked me for a meeting, like so many other businessmen interested in investing, and we met at noon at the Sheraton, in a room they had reserved ,” Castillo confirmed to Plan B. “They asked about solar energy, copper, and lithium projects, and they gave me the impression that they were professionals, although they never got back in touch,” added the head of Remsa SA.
Heard took the lead during the meeting, accompanied by Hassan , one of his lieutenants, and Osete Herraiz , who served as translator. “They were not interested in projects that had to start from scratch, but rather ones that were already advanced, past the exploration phase,” Castillo explained, clarifying that Davis did not participate in the meeting, according to Plan B.
Davis did participate in the subsequent lunch with Heard, Hassan, Osete Herraiz , the Aranda brothers and the former Secretary of Planning of the Ministry of Government of Salta and former councilor in the provincial capital, Jorge Lopez Mirau .
Davis , however, showed little interest in participating in the lunch meeting and at one point began talking on his cell phone, while Heard, López Mirau and a lawyer from Salta discussed mining in Salta, lithium and oil projects, and cryptocurrencies. They were looking for potential partnerships.
On Sunday, November 17, they flew to Asunción, Paraguay, where the Arandas set up a project in 2022, but there is no information about what Davis, Heard and the rest of the entourage did there or whether they held meetings with local officials or experts.
It is worth noting that of the entire itinerary carried out by Davis , Heard , Hassan and Osete Herraiz, both in our country and in Paraguay, The most secretive meetings were those in Tierra del Fuego and Asunción, since almost no information has emerged about whether they held meetings, with whom and for what purpose.
Only the Diario de Río Negro seems to have found some clue as to what they came to do in the southern province, stating that: “There they held meetings, apparently, with provincial officials on the same agenda: oil and cryptocurrencies.”
Another hypothesis would be whether this trip to Tierra del Fuego was linked to the search for financing for the project to create a headquarters for Artificial Intelligence which, as we reported in Agenda Malvinas , is one of the topics that Javier Milei intends to develop together with businessmen from the technology and cryptocurrency sectors, all of them linked to the government of Donald Trump .
Back in Buenos Aires a couple of days later, the group checked into the Four Seasons, where Davis drafted a “partnership agreement” in which he appeared as a “partner” alongside the organizers of the Tech Forum event, Mauricio Novelli and Manuel Terrones , and a third and decisive link, as detailed by Plan B . This is Sergio Morales , who appeared at at least one event in 2024 as “Coordinator of Technical Advice to the Presidency of the Nation” and later took over as an advisor to the National Securities Commission (CNV) in the areas of blockchain and cryptocurrencies.
The “agreement” was dated November 20. A day later, Novelli, Davis and Glenn Heard entered the Casa Rosada at 2:30 p.m., authorized by the Secretary General of the Presidency, Karina Milei . They do not appear in the Audience Registry, but they are listed in the records of entries that La Nación obtained through a request for access to public information.
That same night, Davis and the rest of the entourage celebrated at the Four Seasons. When they were asked why, the answer was blunt: they replied that President Milei had signed “everything” for them.
The signed document is nowhere to be found. But in the weeks that followed, Davis boasted of his power. “We can get Milei to tweet, do in-person meetings, and do a pitch,” he wrote to financial experts and cryptocurrency investment executives he wanted to sound out for business. “I control that n***a,” he added, using the expression white supremacists use to refer to African-Americans or people of other origins who are subjected to near-servitude. “I send $$ to his sister [for Karina] and he signs what I say and does what I want. Crazy,” Plan B noted.
