Melella sues Navitas, who bought Sea Lion's shares from Harbour Energy.

He pointed the finger at the Israeli oil company for its involvement in the Sea Lion project, which in 2022 acquired its current stake from the British company Harbour Energy. Harbour Energy has owned 35% of the Fénix field since last year, in a transaction authorized by Gustavo Melella.

The British oil company that sold the shares to Navitas in the Sea Lion project owns 35% of the shares of Yacimiento Fénix; the most successful offshore gas development in the Argentine Republic.

The recent complaint filed by the Tierra del Fuego government with the Israeli Securities and Exchange Commission against Navitas Petroleum has been presented as a defensive act protecting our resources in the waters near the Malvina Islands. However, a thorough analysis of the province's energy situation reveals a contradiction tinged with complicity: while Governor Gustavo Melella is targeting Israeli capital in the Sea Lion project, he has allowed the British company Harbour Energy —an original partner in that same illegal project in the Malvinas —to establish itself and operate in the heart of Tierra del Fuego's offshore gas fields.

The metamorphosis of Harbour Energy in the Phoenix Field

The scandal lies in the identity of the operators of the Phoenix Field , the most important gas project in Argentina today , located off the coast of Tierra del Fuego.

Full violation of the “Solanas Law” (26.659)

Harbour Energy 's presence in Tierra del Fuego represents a flagrant violation of national legislation . Law 26.659 is unequivocal: it prohibits oil companies (or their subsidiaries) that operate or have operated in the Malvina Islands without Argentine authorization from holding concessions in the rest of the national territory.

How is it possible that the same government that is now suing Navitas in Israel for "misleading information" has allowed Harbour Energy to operate on its coastline under a fictitious identity?

A feat of contradictions

The warning issued to Israeli agencies by Secretary Andrés Dachary regarding the "legal risks" of Navitas clashes head-on with the precautions that his own administration did NOT take with Harbour Energy .

1.    Provincial Authorization: Harbour Energy currently owns 35% of the share package of Fénix (operated by Total Energy), an operation authorized in July 2025, by the administration of Gustavo Melella and endorsed by the Legislature.

2.    False Information: The operating consortium and the provincial government admit the continuity of the Wintershall company name when the effective control and ownership of the profits belong to the British firm that operated illegally in our islands.

3.    Abandonment of the Criminal Case: This situation explains, to some extent, why the Tierra del Fuego government is resisting becoming a plaintiff in Federal Case 5183/15 . If the justice system were to pursue the oil companies and their partners, Harbour Energy's presence in the Fénix Field would become untenable.

While the Tierra del Fuego government focuses on the Tel Aviv shareholders, the British "Trojan Horse" is already inside the province, operating with the approval of those who claim to defend sovereignty. The illegality they denounce abroad is the same illegality they ignored at home .
