After three years of paralysis and an uncertainty that seemed terminal, the dams on the Santa Cruz River are coming back to life.

Southern Argentina has become the main chessboard in a game where China's economic pragmatism seems to be gaining ground over Washington's political rhetoric. After three years of paralysis and seemingly terminal uncertainty, the dams on the Santa Cruz River are being revived, while in Tierra del Fuego, the project for a new power plant, with capital, technology, and financing from the same source, is taking shape.

Santa Cruz: The Triumph of Political Realism

What began in 2023 as a fiscal adjustment under the premise of "total alignment with Washington" , has turned into an exercise in survival in 2026: Argentina cannot afford to postpone a $5 billion investment.

The recent signing of Addendum 12 and the disbursement of $150 million by a consortium of Chinese banks ( CDB, ICBC, and Bank of China ) has unlocked the project. The absolute priority today is La Barrancosa (Jorge Cepernic) , with construction nearly 46% complete. Beijing has demonstrated strategic patience: after maintaining a minimal maintenance workforce, it is now rehiring 2,600 workers and tendering for $35 million worth of fuel to ensure operations for the next four years.

Tierra del Fuego: The Ushuaia Power Plant enters the operational phase

In line with the thaw in Santa Cruz, the project for the new power plant in the capital of Tierra del Fuego has moved into the fait accompli phase. Despite the recent "inspection" by US senators for the South Atlantic, the province is forging ahead with the partner that offers tangible solutions to a structural energy crisis.

Ambassador Wang Wei 's official visit to the Olivia River site confirms that the project is already underway. The Chinese-owned company Austral Petróleo, Gas y Electricidad SA (linked to the Rainbow Group) is responsible for the development, which aims to provide Ushuaia with energy security for the next 30 years. While the earthworks are being carried out, the final shipment of the main equipment and generators is taking place this week in China for transport to the port of Ushuaia.

The reactivation of the dams in Santa Cruz and the construction of the power plant in Ushuaia are part of the same strategy by Beijing: to consolidate critical energy hubs at strategic points on the continent .

In Tierra del Fuego, the presence of companies like Huawei and ICBC in Ambassador Wei's delegation confirms that China is offering not just cement, but complete technological and financial integration. The ultimate goal is clear: for Asian turbines to finally be turning in Patagonia, ensuring an infrastructure that Washington, with all its monitoring missions, has failed to replace with investments of similar magnitude.

There is no doubt that these events are unfolding amidst a shift in global power as we knew it, where these material advances in the weaponry of a cold war that is no longer concealed. Between the "inspection" of the hawks in the US Congress and the "checkbook" of the dragons in Beijing, Argentine Patagonia reaffirms its present and future at the heart of the struggle for the energy of the future.
