The dismantling of the Argentine Nuclear Plan is proceeding with surgical precision. Continuing the investigation into the secret CNEA file ( EX-2026-44525894 ), a new article by journalist Sebastián Premici inEl Destape reveals that Javier Milei's government is not only offering up 38,740 tons of uranium from underground deposits, but is also transferring, free of charge, to North American corporations theknow-how and technological secrets protected and patented by the Argentine state for decades.

 The planned exodus: Kill the CAREM project

The sale of assets belonging to the National Atomic Energy Commission (CNEA) is proceeding under severe budgetary constraints. According to data from INDEC and the Instituto Argentina Grande (IAG), the agency's budget suffered a real cut of 42% between 2023 and 2025, leading to the shutdown of the CAREM reactor (Central Argentina de Elementos Modulares) and the departure of 571 highly qualified scientists and technicians.

Adriana Serquis , a national deputy and former head of the CNEA (National Atomic Energy Commission), toldEl Destape that 40% of the staff dedicated to the CAREM project have already resigned or been displaced (61 of them dismissed under the custody of the National Gendarmerie). This brain drain was immediately seized upon by Meitner Energy —60% owned by the Ansari Group. With this forced migration of professionals, invaluable technical expertise, part of Argentina's intangible heritage, also departed.  

IMPSA and the handover of confidential secrets for Washington's AI

The seriousness of the disclosure of secrets was internally noted on March 6 by María Magdalena Villaverde, manager of the CAREM area . In an internal memo, Villaverde recalled that Resolution No. 236/2009 defines all information regarding the design, construction, and maintenance of the CAREM25 Project as STRICTLY CONFIDENTIAL .

However, the government's eagerness to appease Washington undermined this legal protection. DuringArgentina Week , IMPSA —recently acquired by the US-based ARC Energy —closed a deal to export nuclear components to the United States for the small SMR reactors that power Artificial Intelligencedata centers . To finalize this multi-million dollar private deal, IMPSA will use the pressure vessel designed and developed with public funds for the CAREM project as its "calling card" and operational base. In plain terms: Milei is handing over Argentina's nuclear secrets to the United States so that its technology corporations can profit.  

The "Vault Project" and the new names for uranium plundering

The inspection carried out between May 4 and 6 by the State Department delegation of the Trump administration (headed by Sarah Dickerson, Andrew Lyman and Oleg Bukarin, among others) at the Constituyente, Ezeiza and Bariloche atomic centers, immediately activated the "Private Initiatives Preliminary Access".

The ultimate goal of this US audit is the AR-10 research reactor and the uranium reserves in the Sierra Pintada (Mendoza), Cerro Solo (Chubut), Don Otto (Salta) and Laguna Colorada (Chubut) deposits, essential for the so-called "Project Vault" of the US within the framework ofPax Silica .

In addition to the firms known as UrAmerica Ltd and Blue Sky Corp , El Destape revealed the emergence of Fisherton Mining SA (created in mid-2025 by Damián Barreto and Víctor Morera) under the radar. This firm appears conspicuously within file 2025-100609145 , labeled as aConfidential Nuclear Report . Barreto has direct ties to the Pérez Companc Group (interested in the privatization of Nucleoeléctrica Argentina SA through Conuar), IRSA (owned by Eduardo Elsztain), and the Genneia group (owned by bankers Brito and Carballo).

Rare Earths: The Last Frontier of RIGI

The colonial puzzle is completed with lithium, copper and, fundamentally, rare earth elements (neodymium, praseodymium and lanthanum), critical inputs indispensable for high-power magnets, electric motors and advanced military technology where the United States is lagging behind China's global monopoly.

The Argentine Geological and Mining Service (SEGEMAR) has already identified a potential of 190,395 tons of rare earth resources in the country, with confirmed deposits in San Juan (Valle Fértil), Salta, Jujuy, San Luis, Santiago del Estero, and Córdoba. To ensure that these strategic resources leave the country without generating any added value or paying fair royalties, Representative Silvana Giudici has introduced a bill to explicitly include rare earths within the tax and customs benefits of the RIGI ( General Import and Export Tax Regime).

The Monroe Doctrine in the 21st Century

The scientific dismantling of the CNEA (National Atomic Energy Commission) is not inefficiency; it is a state policy of sovereign dismantling. By giving away the CAREMknow-how , enabling the auction of uranium reserves, and paving the way for rare earth elements for North American digital infrastructure, the Milei administration is consolidating the most aggressive form of the Monroe Doctrine. Argentina is surrendering its scientific secrets and mineral resources to finance the technological transition of the empire, while its own marines are subordinated to the Southern Command and its territory is being alienated in the Senate. The stage is set, and the auctioneers already have names and surnames.
