Agenda Malvinas exclusively reveals documents from the British Malvina Islands concerning the construction of a multimodal port in Puerto Argentino Bay. The information comes from the analysis of key administrative documents detailing the progress of the so-called New Port Operations Project .

The information comes from two documents: the Maritime Committee Minutes 24.03.2026, corresponding to the official minutes of the Maritime Committee meeting that records the deliberations on tugboat capacity, pollution contingency plans, and the status of ship inspections; and the Presentation New Port Project 24.03.2026. These two technical presentation documents, containing the plans, location, and manufacturing schedule in China, bear the signature of Andy Keeling , the Chief Executive of the colony, who is responsible for overseeing the implementation of government policies and the daily administration of the archipelago.

The reports detail the implementation of the port project, which will support hydrocarbon extraction, fishing, mining, tourism, and Antarctic development for the next half-century. The engineering for the project is being handled by the Dutch giant Damen Shipyards Group , a corporation that has perfected its global production model through strategic partnerships in Asia.

The structure, designed for a minimum lifespan of 50 years, will replace the current port terminal built in 1985 after the war, and according to reports submitted to the Executive Council in April 2026, the implementation schedule has already passed critical milestones.

The process formally began in January of this year, with the cutting of steel for the pontoons at shipyards in China, a country where Damen operates through a strong partnership with the state-owned CSRC (China State Shipbuilding Corporation ). Specifically, the development of the components and the cutting of the materials are taking place at the Damen Yichang Shipyard , located in Hubei province . This facility is the central hub where the four "North Sea" class pontoons are being manufactured to form the multimodal dock in Puerto Argentino Bay.

The project stipulates that these structures will be supervised under the strictest international standards, which is why representatives of the colonial administration and the certifying body Lloyd's Register carried out an on-site inspection in Chinese territory to verify the progress of the welding and initial assembly tasks.

The documents analyzed by this website reveal that the pace of construction is meticulously coordinated with Navitas Petroleum 's operations. The port must be operational to facilitate the start of oil drilling at the Sea Lion field.

Damen 's logistics allow for the technical acceptance phase to begin immediately after manufacturing is complete, scheduled for April 2027 at the plant in China. Following this, the pontoons will begin their transoceanic journey to the South Atlantic, with their arrival at the islands planned between August and October 2027.

The project's corporate and contractual structure reveals a network of international suppliers and local companies with specific roles. Damen handles the marine manufacturing and installation, while the island firm RSK FI is responsible for the onshore civil works, including the new access road and causeway. Stanley Services is responsible for the design and implementation of the terminal's new fuel system, and Lloyd's Register acts as the certification and safety inspection body, ensuring compliance with international standards.

This technical deployment ensures that the infrastructure is in place to meet the installation deadlines and subsequent commissioning of Phase 1 in April 2028. The pier will not only be a berthing platform, but an integrated services complex that includes fuel, water, electricity, and telecommunications supplies, as well as dedicated areas for Customs and Immigration processing, strengthening administrative control over the workforce and resources transiting through the port terminal under London's supervision via Keeling .
